Better aerodynamics, as you can make the whole thing thinner without compromising stiffness. Felt, Scott, Giant, Trek, Specialized, Argon18 have all followed suit on their TT/Tri bikes.

Even a solid steel steerer that fits through suitable bearings with a 1" OD isn't stiff enough. You need the reinforcement of the external steerer tube. To get the same stiffness as an ordinary, unbutted, steel steerer tube of 1" (25.4mm) OD and 7/8" (22.2mm) ID, you need a solid steel bar of 20.4mm diameter.
