Bit of a tangential solution, but how about swapping the solid axle for a quick release one? Should only cost a few quid and you can service the bearings while you're at it! I certainly wouldn't use P-clips for the bottom mounts as this holds most of the weight. I can imagine some sort of 2 holed metal adapter that mounts on the solid axle, allowing you to fit a normal rack, but I've never seen one.
P-clips up top on the seat stays is fine, as this is mostly for stability. Seatpost mounted racks aren't worth it.
The bike shop where I work sells those axiom racks. They are ok (my girlfriend has a road DLX, which has a proper sized top platform unlike the streamliner), but the quality is pretty average. Better than the cheapest, but not close to OMM or Tubus. Paint looks terrible after regular use, if that bothers you, and it isn't particularly rigid with the single top mount. I suspect it would do for occasional loaded trips.
