They stopped making the Rev-X in 1999, so they won't ever have been subjected to UCI wheel-approval testing, hence not usable in any event sanctioned by a UCI member organisation. You can still use them in domestic time trials, and some people do, so you might be best selling them on the TT Forum, you should get enough to buy a good second hand pair of Mavic Ellipse wheels, which are ideal for track beginners.
