I have a frame that might suit your needs, a Tom Bromwich. But its actually old, so designed for 27"s.
But a nice, and rare-ish frame from a small Coventry framebuilder.
The parts on it are fairly tatty from decades of storage. But the bike was barely ridden from new. The stringy bits are still on the tyres! The frame & paintwork are immaculate.
