Yeah, there's not much out there that's in this vein, apart from the Brooks tool roll, that I know of, or the large duck n leather ones like Gilles Berthoud ...
btw Webof it would be important in a barbag that you work out a way to make it secure from swinging/bouncing, not just straps at the top to go over handlebars: I always think an adjustable tension strap (meeting a drilled metal piece) that reaches down the brake hole would be a good alternative to a bunch of the current solutions around (klick fix, or the Berthoud system of front rack and a metal piece at the bars that the bag loops onto)
Also any bar strap design would have to be innovative: some kind of quick release would be just the ticket, perhaps working on this kind of principal (a lamp bracket but the binding mechanism is what I'm referring to...)
