The major drawback with carbon clinchers is the damage you can inflict upon them when you puncture, i.e. unless you stop almost immediately you're likely to damage them as you roll to a standstill. If you must have carbon rims then go for tubs.
As for a groupset, buy the best you can afford but if you are going to mix and match then invest the money in the shifters and the rear mech. In terms of which brand to go for, I'd recommend trying all three then going for the one whose shifting set up you prefer.
