Obviously the Peugeot have a lots spend on it (especially with 650b wheels instead of 700c), but I'm sure it's perfectly feasible to build it up like this for less.
I'm currently looking for a Raleigh Royal frame so I can build a cheap and simple porteur-style bicycle with velo orange stuff (hammered mudguard, porteur bar, coaster brake, front porteur rack, etc.).
