Re-lacquering a frame

About to start re building my gazelle that has the typical cream pearlised finish. However round the greasy bits the pearlised lacquer(?) has stained/browned around the greasy areas- head tube, bb, chain stays. It doesn't need complete re paint and would like to keep orig transfers, is there anyway of keeping paint,transfers but removing top layers of offending lacquer?
