Well they've said that they're seeking further advice. If they suspect the fellow was thieving and re-selling on here, then they are probably looking into a criminal prosecution, but as they haven't caught him in the act of theft then they'd have to seek advice from police and lawyers as to their approach and likelihood of conviction.
Unfortunately the cogs of justice don't work as efficiently as a good ol' online lynch mob.
