The Orlowski "lo pros" are made in this way, don't see any reason why not as long as the headtube isn't set at some weird angle.
Aesthetically you might end up with more space between the front wheel and the frame than is normal, but I think that could be remedied by using straight forks.

Yeah, it wil work. Infact medals have been won at national tt's in a similar manner.
Aestheticaly it could look shit depending on the frame you chose.

if it doesn't look like a lo pro and it doesn't smell like a lo pro it probably shouldn't be converted to a lo pro
the angles specifically designed and calculated by the frame builder were probably done for a reason -

Isn't a better question, why do it?!
i could not find a thread that covers this topic so i was wondering if i could put a 650c wheel and forks on a bike that should use a 700c wheel and fork i guess it depends on crank length but i am new to this and want an answer from more experienced people
