The problem with that design is how will you'll be able to run the cable to the rear triangle? would the flexing put more strain on the cable? would it get in the way?
the other thing is how will it cope with everyday riding? what happen if you hit a massive pothole? the little switch he have look like it have some kind of 'cable' to pull the frame together, like those little wooden figure that you press a button underneath to loosen the string to make it move.
thirdly, just cut the frame and strip the part down.
Lovely idea, just a bit weak in theory, the Cannondale Dutchess have a better solution, even though they clearly stated that it's not for locking your bike;
