Police should be able to though, I can provide all of his IP addresses and dates and they can request it from the ISP.

However, it's much easier if someone has it as this takes the police time (they are glacially slow).

Hate to say it but getting the police involved probably won't help much - even if they end up charging him, what's he gonna get? a young offenders course? handing out flyers?

Go to his house and confront him, or his parents. Unless his parents are completely useless I'm sure they will set everything straight. If that works and finances are set straight, then go and search him out at the skatepark for a bit of education.
