One of two reasons. Either the peleton decided as a whole to sit up because the crashing and just write the day off in an act of gentlemanly conduct or they've decided to lightly protest the conditions of the stage. The race directors can't control the weather but running 150+ riders into narrow roads like that is a pretty risky act, even in dry conditions.
Either way, the yellow jersey group sat up to let the big peleton catch and then the group with Schleck in it. After that, it's hardly a race anyway and no one will begrudge Chavanel who owned that stage from the off. Looks like all the points went out to non contenders for the green jersey and the stage is written off.
