Re. volunteer scout leaders - is this anecdotal, or has there been some research done into volunteering in general or with the scouts specifically?

Re. schools being repsonsible for kids on their way to and from -
I seriously doubt this. My kids' school is responsible for them from when I drop them off until I pick them up. Their journey to and from school has nothing to do with the school, and is not the shool's responsibility.
No, it's anecdotal. But CRB checks are not stopping people from coming along and helping the odd evening. Parents can turn up and help out without a CRB check, but people who help out on a regular basis tend to be CRB checked.

Schools may not be responsible for children on their way to and from the school (I was lead to believe they were, but am happy to be proven wrong), but if they aren't then why are they spending money on policing it?
