The reasons given for the the lack of leaders in the Scouts is wrong. There is a lack of leaders, but it's not because you have to have a CRB check. It's because people are unwilling to give up their time.

Schools are responsible for children on their way to and from the school, so this kind of interference is to be expected.

Re. volunteer scout leaders - is this anecdotal, or has there been some research done into volunteering in general or with the scouts specifically?

I seriously doubt this. My kids' school is responsible for them from when I drop them off until I pick them up. Their journey to and from school has nothing to do with the school, and is not the shool's responsibility.
