Affirmative it's easter celebrations - they've got a lot of strange things to celebrate here (or use as an excuse for another day off work).
While many people don't cycle here in the city, it's growing, and you do see fixies around. Also Madrid may not be as cycle friendly as other places, but I don't remember London being so cycle friendly when I lived there. Taxi drivers tended to aim for you, even if you were in one of the new green cycle lanes.
However, Madrid IS set-up for mopeds and cars are very used to dealing with them, so, if you can go fast enough to ride at a decent speed you'll be fine.
Warning tho! People notoriously drink and drive at the weekends so keep your eyes pealed during weekend late rides. I don't have a single speed yet, only a shitty mountain bike, and I feel ok cycling around on that. Can't find many bike shops and they're all overpriced anyway. I'll probably bring a better bike over or better still get one delivered (internet purchase)
