For the second time this year my bikes bottom bracket shell has threaded, first time I had it retapped, but as expected, it hasn't lasted.
Now I'm thinking that perhaps it'd be worth getting it rebuilt.
A)Is this possible?
and
B)Where/Who would be best to go/speak to about such a task?
I love the bike (it's an old dutch track frame), and don't really wanna part way with it.
I know there's the possibility of getting a threadless BB, but I haven't seen nor heard much positive about them.

I have a similar problem, with my Zeus. You have a couple of options, if your a fixed rider and do any skidding threadless BB's are rubbish. You can weld or glue in a threaded sleeve (Which is what I did) and thread your BB into that (I have had no problems at all and I ride brakless) or you can go the expensive way and give Argos or Dave Yates a ring and they will sort you out a new BB shell for around £70-£80. I would prefer the latter one but I am always reluctant to have someone take my other wise perfect frame to bits and then weld it back together. Either of those places will do a quality job that you can count on.

I can recommend Argos. Just got my Colnago frame back from them where they reamed out a damaged Italian thread and welded in a new English thread in the original BB shell. Good as new.
