Not much help but £33/£40 above your budget gets you Ambrosio Excursion/Evolution laced to Ambrosio hubs from wheelsmith.co.uk which includes delivery. Also, plenty of wheelbuilders on this here forum (there's a list somewhere). You could always buy the bits yourself and get someone to build them for you?
