Yup, even though I doubt that'd be enforced with a fine. Probably would get you a verbal warning, unless Popo is a real busybody.
The good news as for the spoke reflectors is that a felective outer tyre counts as well.
The bad news is that if you use relective gear that isn't sanctioned in above paragraphs but mounted to your bike, you get a 10EUR fine as well if you're unlucky.
