a lot of people on thrift store/stolen ten-speed bikes in the states ride like that. i assume because they want a cruiser type bike and don't have the funds/know-how to swap the bars out. it does look mighty stupid.
edit - i just realised that you're not talking about drops turned up to a weird angle.
