how the hell is a rack ever a good idea, level or wonky?????
So you can share your weight load on the bike, fairly straightfoward isn't it?
As for the handling, fork rake make a huge different in how the bike handle with a front rack, like this Kogswell below;
it's lovely being able to just drop your stuff on the front rack and cycle away, especially in the hot summer's when the last thing you want is to get your back all sweaty wearing a backpack/messenger bag.

a proper front rack is attached to the frame, not the fork/bars, so it doesn't affect the steering, like this:

i'm just old school i guess. a staunch traditionalist from the donkey and cart school of thought whereby the load is behind you, always behind you, never in front. having said that, like most dogmatists i'm sure if i were to try one i'd love it.

Nah, you're just coming from the British/American tradition of having load on the rear rack, whether the French for instance split their load between front and rear rack or a full-on front rack.
a low trail geo would help keeping the bike nice and stable with heavy load, such as this;
