You're supposed to mount the bolts with the stays outside the guard, I believe. Not sure if it's that important, but I reckon the sides of the draw bolt are a bit weak to take all the weight of the guard under a lot of wobble (I know this as I have broken a draw bolt from overtightening it). The very flat thin hex nut is so thin so it doesn't foul the tyre easily.
