It wouldn't really work that well, as long there's a market, there'll always be stolen bicycle.
people are balantly buying the stolen bike knowing fully well that it's pretty dodgy already in the first place.
getting the police to focus on Brick Lane only going to make the theft move elsewhere to sell the bike, but if the police do it carefully for a prolonged period of time, chance are the number will be reduced, but because there's always people who willing to pay little for stolen bicycle, there'll always a market for it.
