1. Horrible bike, obvisously, but i leave my bike like that all the time and it's a very expensive bike. and i'm no fool. we simply have less theft here. In fact when i'm at work i often don't even lock my commuter up. I just lean it by the door for the whole day and often into the evening. It's down an alley granted, and out of the way, but still...

2. i'm sure the bars are just pushed down when locked. god knows why.
