Resist is different from refuse.
16mm hardened steel U-Locks refuse to be cut by hand/arm-powered bolt cutters.
13mm resist cutting, but will be cut by hand/arm-powered bolt cutters.
The exception is the ABUS Granit X 54. This is because its narrowest part of its bar diameter is 13mm, but its diagonal cross section is closer to 16mm. Its square shaped, not round like other 13mm U-locks.
