this piece just about sums up my feelings:

If you ask the right question then how would cycle hire fare? There are a number of reasons why people are uncomfortable cycling and helpfully Transport for London have summarised them in their Cycling in London report. I'll save you the job of reading it - you won't find lack of a cycle hire scheme in there. It highlights clearly that the number one barrier to people cycling are safety concerns followed by a lack of parking and changing facilities, not the expense or availability of the bike itself. The hard data is backed up by what most people know anecdotally. There are bikes gathering dust in sheds and lofts across the UK. Im at work in Soho. I'm meeting my girlfriend in Old st after work to go out for the night. I dont want to cycle there as I'll be getting the bus home with her after the night out, dont want to leave my bike locked in Old st over night. Rather leave it at work.
I dont really fancy getting a bus, too slow in rush hour, 30 mins+.
I'll hop on a hire bike, a free hire bike, takes 10 miutes.

They'll probably do something stupid like making the bikes cost £25 per day though.

A quick search and you could hire a bike from On Your Bike at London Bridge for £12 for 1 day or £35 for a week.
London Bicycle Tour Company £20 quid for a day, £50 quid for a week

they are not designed for day touring - just half hour/20 minute nodder commutes, no? They don't want people hiring them for a whole day of cycling jollies.

Raleigh do not make anything here, and I doubt they would have the ability to do a small run of specialist tamper-proof hire bikes like these.
Pashley would make sense.
But I would expect dutch companies having the best stuff to offer, as they make a lot of robust town & cargo bikes with modern features too.
Canada is surprising.

The point is you don't need them for 24 hours.
The first 30mins is free. That gets you across town within the hire area easily. Pick up another one when you need it. You aren't supposed to hang on to them.
