Raleigh do not make anything here, and I doubt they would have the ability to do a small run of specialist tamper-proof hire bikes like these.
Pashley would make sense.
But I would expect dutch companies having the best stuff to offer, as they make a lot of robust town & cargo bikes with modern features too.
