It possibly has the potential to go as far as 700c but that is not to say always 28".

I bought some wheels(cxp33 rims,ultegra hubs) off bikecomponents.de a couple of years ago for my road bike build.theyre 700c but described as 28'' on the website-hope this helps

all very confusing best way to check is the ETRTO number on the tyre sidewall, technically 700c = 622mm and 28"=635mm but a number of 700c tyres simply state in brackets that they're 28" why? I don't know

Conti i think label their tyres as both 700c and 28".
I thought 28" was more commonly quoted in reference to tubular tyres but really meaning the same size as 700c. ie if you had a mounted 28" tub and a mounted 700c clincher of the same width etc they would have the same overall diameter/circumference.
29" as in 29er and 700c have the same erto of 622mm but 29er tyres are wider/chunkier/more mtb based. -

It's always been the way on here that if you ask something that can easily be searched people will say UTFS and not all the replies will be serious. The question had already been answered anyway, chill out.
