If the ref hadn't noticed someone not returning to D post-goal, that's the ref's problem, and totally separate from this discussion.
The rules state, that if a team shows, and the other doesn't they can take a forfeit, but yes, no-one has taken one this year.
I expect rupert will post something about NS taking the only forfeit last league, go ahead. I don't really care. I've put a hell of a lot of time in, chased endless late fixtures that were long forgotten.
I don't run it, I didn't write the rules, and I don't really care for trying to change them 24 hours before the league finishes.
The teams who haven't played can work out tomorrow what they want their scores to be, 0-0, 3-0, 0-3, or whatever. And I will update the scores with whatever they agree on.
