I'd say yes, she can apply. But generally as soon as the new one is issued the old one is invalid.
I freaking hate Visa apps. I just recently had to apply for a dependent Visa to stay in the UK with my partner. She's sponsored, I'm not... 'twas a nightmare.
There is a link somewhere on the home office site that allows you to email questions of that nature. Surprisingly I had some helpful responses.
