I bought some Carradice Super Cs a few weeks ago. Used them two weekends ago. Perfect. It'd be nice if they had a top pocket (or a small pocket underneath the top flap) but that's not a deal breaker.
The other high-end option is Ortlieb if you want perfectly water proof, but less rugged. I decided (with some gentle advising from Tommy le Brick) that zip-lock bags in a rugged and repairable bag (which is what I did when my girlfriend and I did a tour of the UK/Norway/Denmark in 2003) is better (and probably longer lasting) than a pair of already plasticized bags that, with one spill or moment of riding too close to a tree branch, lose their major selling feature.
