If you do go, stay calm and bring all the details of your transaction and philxthomas's if he'll give them to you. Make sure you deal with the person who is named on the paypal transaction as it is them who will be ultimately held accountable.
If no-one is home, prepare a letter to leave with all the details informing them of your intention to escalate the matter should they not contact you within 24 hours.
