Not every mod you see means they are a hacker. Simple exploits found through the data transfer cable made that possible, as well as unlocking achievements and dun dun dunnnnn levelling in CoD.
Modded xboxs are a whole different shebang but can do anything you can do with a data transfer cable, so it makes it hard to tell who the hardc0r3 h4x0r is and who the script kiddie is.
If you really want to report some 12 or so y/o kid (my brother is 13 and does this) for changing the colour of his name or wanting all the emblems, then do it
