why is this a lo-pro and not a small road bike?

Good question, from what I was told the head tube is small and top tube long. If you take the extension on the fork out you will lose around a further 2 inches of height.
Not sure if that makes sense though. -

its not a lo pro
if it had a 650c front a tiny headtube then it would be a lo pro -

Not sure if that makes sense though.I think what you mean is a time trial bike.
Lee Cooper is a top class builder too.
For Sale a Lee Cooper bike with Campagnolo, designed for 700 wheels. This bike has been massively upgraded and now has the components of an absolutely top grade bike. The bike has not been heavily used from when built and the majority of the equipment is NOS or in excellent condition.
The bike was built in 2009, but I have just not managed to get the set-up right, with the frame just being slightly too small for me The bike has not seen wet weather and has recently been serviced with all new cabling etc. All cabling is Campagnolo branded.
The overall condition is excellent. There are some very small scratches on the frame, on the stays. Hardly noticeable anyway!
Bike is speced as follows:
This is in excellent condition and looking £600.
Peddles and aero bottle holder not included.
The fork tube has a BBB extension and this can be taken out to get hat Lo Pro feel.
