How to lock a Pashley Guvnor?

This problem goes away if:

1. It is announced that thieves or anyone trying to sell a stolen bike gets hit with a minimum £5000 fine - failure to pay gets given the opportunity to provide some free bicycle maintenance (given their enthusiasm for bikes) or some other pennance.
   
   

Cynically, the problem will remain because there is no commitment from any authority to do anything about it

The problem will remain because a whole industry relies upon bikes being stolen i.e. Security (Locks etc), Bikes purchased to replace the ones stolen etc etc
