Can it be that some Loctite etc. may be applied while assembling the BB? If so, heating it with a heat gun will loosen it a bit.. But you have to heat it to a good high temperature, so a simple hair dryer etc won't do and be careful not to burn out the paint. I was only able to remove my loctited BB this way.

diesel will not strip your paint.

as an aside, if the frame is aluminium then yes,..caustic soda will kill it totally...dead frame...
if your frame is steel then its ok...though you need a well ventilated place, and be able to wash it out well afterwards.as tommy said deisel will be fine with your paint, though caustic will kill that too.
also you can cut a key in the cup front with an angle grinder and unscrew it that way, if you aren't that proficient with an angle grinder I can do that for you too.
good luck whatever happens!!

Bloody PM coming your way before I cut/melt my hands off!
So, I have a BB which is completely seized up. Took it down CycleSurgery after I failed and they had no luck. I'm gona soak it for the next week in WD40, use some boiling water - avoiding diesel or anything that will strip the paint.
The likelihood is it won't budge so I'm wondering if there's someone here who can help me remove it via welding a bar on it/drilling the bugger. Don't care about the actual bottom bracket as it needs changing.
Also, using caustic soda to help budge it - could this not damage the actual BB threads on the bike?
