Reflex tyres are okay, but (according police) only if you also carry head and tail light, red retroflector at the rear, bell, white or reflecting fender, etc.
3M stripes in the tyres don't make much sense at daylight or at night without all the other stuff.
Of course, things change when you carry excellent battery lights, etc.
