Dependant on the position of the BB within the EBB the BB height could be made higher. In fact it won't be any lower because you can always use the top half of the circle.
Agree that shorter cranks will make pedal strike less likely, although pedal strike is easy enough to avoid anyway if you compensate for it on corners (go a bit slower and stay more upright!)
