Doesn't Belgium have a situation in which no party has the ability to force any political agenda, and all they can do is govern (small "g").
And yet they're doing pretty well out of it . . .

I remember the old adage about the house of lords doing nothing in particular and doing it very well.
Of course if we had a PR system and it did turn out that it didn't do much, how long before we started asking why it was so expensive and required so many MPs?
