In what way does it seem to lack strength?
ITM stuff is good.

what are you using it for?

Unlike modern stems (for threadless forks) that look like scaffolding poles, quill stems are things of svelte beauty. Do not be deceived by their slender looks, they are more than up to the job. The only problem is that the part that sits in the steerer tube gets dirty very easily and will seize in the tube if not well lubricated beforehand.
There is nothing more beautiful than the Cinelli Record stem with hidden handlebar bolt.

Does anybody knows if ITM quill stems are good enough..? I just won one from ebay for just 0.99p and it doesn't seem strong enough.

I just got one of these to go with my itm special bars. These stems are quite dark compared to cinelli, almost like gunmetal. I like em. They do seem a bit unfinished tho, bit rough round the edges. So i started sanding it and polishing. Looks fucking mint.
I just need the expander bolt to go with it now quite a long one it is. Any ideas?
And again to the op...
Why did you think it seemed weak?

That is what I was getting at before. Maybe I was too vague.
