It IS a different bike / frame.
Blue frame is smaller (see head tube, space between lugs)
Shifter boss on top of downtube (white/red frame); I don't see a reason why this has been changed.
Cable guides / stoppers near BB. Can't see exactly, but I guess that the blue one has regular brazed on guides, not those cable stoppers.
Very nice of the seller that he can throw in a pair of brakes, but should have huge reach with these 26" wheels.
