hi, This is a Romany sports (from Ad van Overveld, Zegge, Holland) frame and fork set.
The reason that this brand is allowed to sport the 'arc-en-ciel' world champ's colors is that Huub Maas won the world duathlon (run/bike/run) title in 2002 on a Romany.
I don't know what tubing it's made of but it is a nicely built frame, ideally to be set up as a sports/touring bike with a 'racey' geometry: it's sized 61cm c-t and 55.5cm c-c. It has fender eyelets. There's some scruffs on the frame but it still looks nice. No rust, dings or dents.
For the same price you can have this complete bike (60 c-t and 56 c-c): a simple but nice Giant Racer (but with a white turbo instead of that black rolls saddle and without pedals)
It's a budget racer with Suntour crankset, Cherry brakes, nice concave Weinmann rims, SR (i think) stem and bars, just run-of-the-mill but sturdy stuff. Only the back brake needs some tlc.
