Hello, New to the forum, but been sitting on the fence watching for ages.
Being the proprietor of The Old Bicycle Co and the official sponser/ organiser of The Boulogne Bicycle Rally. (as mentioned above). I thought I'd better reply to this thread. It is kind a tweedish run in France. It started about 31 years ago and has been a annual event ever since. The reason for going it to celibrate the route of the Boulogne GP which was held on a 37 km road curcuit, with the likes of Bugatti/ Peugeot, Frazer Nash, Salmson, Amilcar ect all competing. Small cafe's and bars line the route, so a Stella Artois or a Richard is expect is each. 24 miles of very undulating french countryside. For more info: just follow the link above or here
L'Eroica is another event that should be attended, I've been about 5 times and cannot reccommend it enough.
Another more unknown event is The Retro Ronde. Ride the Tour of Flanders most famous hills. The Beer is good too. Here is the website.

Your first post is first rate, highly informative, and by writing it you have already contributed more to it than many people with a thousand posts or more.
If I didn't have rather young offspring to consider I would be off on the boulogne run in a jiffy, but seeing as it is a well established run, I'll put my name down in a year or two.
THanks for the post, oldlugs!
