If you have an arm length discrepancy, and let's face it, most of us do, it's best to set up your bars with the horn going horizontally forwards on the side of your longer arm, and angled up about 45 degrees for your shorter arm. Just make sure you sufficiently retighten the central bolt in the bars after dialling them in.
