I don't think so. You can have horisontals without a hanger. I think this because the chrome looks ok where the hanger should be. Chroming is expensive. To hack and then chrome would be... well.

There was a Hetchins on Ebay a few weeks ago that had had cable guides, bottle bosses and derailleur hanger added on-now THAT is real puppy killing ;)
