Tell them so. Mention the name of your local trading standards officer, and what conversation you have just had with them. Have that conversation for real first.
Tell them you're telling us, here, on a forum with 15,000 members or whatever we have.
Tell them to supply you with a new hub, gratis, and then go a better shop and have them build the wheel. And get your money back.
