If it's the BB cup you can't remove, have you tried Sheldon's method of using a big fat bolt? Has worked for me in the past.

.....surprised your LBS failed....dont think ive ever met a bb that resisted persistent soaking in penetrating oil and a dirty great length of scaffold pole on the end of a spanner....

I'd be more worried by the fact that your BB is seized than not being able to powdercoat it...
Liberally spray with Duck Oil or Plusgas two or three times a day for a few days, then try another bike shop.

I want to get my old frame powder coated black but can't remove the bottom bracket.
I've taken it to the local bike shop and they can't get remove it.
What's the beat alternative to powder coating if I can't get it out?Sounds like a bit of a fail of a bike shop.
At our shop we will get it out. It might take a week's worth of labour that you'll pay us for but it'll come out. -

1: Ream BB shell including whatever is left of the BB cups to 32.7mm
2: Face BB shell to cut away any cup flange which has survived the reaming
3: Re-cut BB threads

If it is the looseball type just clean the cups out with nitromors afterwards or even just wack the bearings in and let the friction wear the paint away.
After a bit of riding service the BB and clean out the gunk.

^ or remove the adjustable cup, mask off both axle holes from the inside of the cups, then re-install the adjustable cup and mask off the exposed thread and put something into the pin-spanner holes so they don't fill up with powdercoat. Or just mask off that whole cup.
If you can remove the adjustable cup it's not a problem really. You don't need to remove the fixed cup unless it's worn/damaged or you want to change the entire BB i.e. very rarely.
