Pretty sure its designed to be double crankset, not "proper" track. If you have the chainring inside its 107, if outside 103.

I am selling a 90s Fondriest in Columbus Gara tubing. The seat tube is 23" centre to top, the top tube is slightly shorter.
It comes with a Campagnolo Mirage bottom bracket, FSA headset, seat clamp bolt and a 531 fork.
Nice touches include the aero style rear brake bridge, internally routed rear brake cable guide and chromed rear chainstays. It's a really good looking frame with a slight metallic paint that really comes alive in sunlight, I'm not going to argue that the colourway is tastefull but it will certainly brighten up your day!
There are a few chips to the paint on the frame that show the chrome beneath, but is really quite good overall. £90.
