I would go for 298. In my experience the chance of reaching the end of the thread on a spoke if the measurement is 0.9mm out is very low. The wheel will be slightly easier to build, and if 296 turns out to be a bit short tensioning a wheel fully and having a bit of thread showing is a royal pain in the arse.
They'll both probably be fine though.
