I have a Spotbrand Longboad with belt drive. The frame is seriously light for a steel MTN frame, and the complete bike comes in at less than 8.5Kg. I bought my frame as an ex-demo from US-EBay. Bare in mind that putting a beltdriven bike together yourself, is very expensive at the moment. As the components are currently very expensive to buy serparately. I was lucky enough to buy the belt, beltring and sprocket, together with my frame.
One way of getting a frameset with all the specifications you want is to go with XACD. A Chineese custom Ti frame company. For under your £500 budget you could get a Ti frame built to your exact sizing, with sliding drop-outs and a SS coupling for belt installation. My personal taste is for a steel frame (OK I'd have Ti if I could afford it). The big wheels make for a slightly smoother ride, and the steel compliments this (IMHO).

If you decide to go with steel. A few people on here have Singular frames and recommend them.
